We have two balloons: one is full of water and the other is just full of air. What will happen if you put these balloons near the fire?
The candle is a source of heat and adds thermal energy to the object which is in contact with. When the balloon full of air touches the fire, it can resist the temperature and it explodes. However, if the balloon is full of water it doesn't explode because the water need a lot of thermal energy in order to warm up.
